IDIQ Contract Vehicles How Does It Work
The U.S. Government issues a Task Objective Statement (TOS) to both eligible Contractors (Raytheon and Computer Sciences Corporation (CSC)). The government then provides a one hour briefing of the TOS within five business days of the TOS release. Raytheon responds with a proposal within 10 business days of the TOS release. The Government selects the winning Contractor between Raytheon and CSC. The winning Contractor then submits an Independent Cost Estimate (ICE) for accomplishing the assigned task within three business days. The government and the Contractor, if necessary, negotiate the ICE. Within five business days following conclusion of the final negotiations related to the ICE, the Contractor submits a Resource Estimate (FN07). Upon government's approval of the FN07, the government then issues a Task Order to commence work.
