IDIQ Contract Vehicles What Is The Scope
GSA's Professional Engineering Services (PES) is a new multiple award schedule, just like GSA's Schedule 70 for Information Technology services. PES is designed to bring high-quality professional engineering services in varying degrees, from small-scale to broad-based task orders to complete outsourcing services, to the Federal Government throughout the world.

Government agencies can procure a wide range of professional engineering services in four primary engineering disciplines, also known as PEDs:
  • Chemical Engineering
  • Civil Engineering
  • Electrical Engineering
  • Mechanical Engineering
Each of the PEDs is composed of hundreds of subdisciplines or specialties associated with each engineering discipline. Services specified in a task order may be performed at the contractor's facilities or the ordering agencies' facilities.

Chemical Engineering PED

Task order activities under this PED involve the planning, development, and operation of chemical, biochemical, or physical plants and processes, including the products and processes produced and/or manufactured.

The specialties within the scope of this PED include but are not limited to:
  • Refining
  • Pharmaceuticals
  • Petrochemicals
  • Pulp and Paper
  • Biotechnology
  • Safety Engineering
Civil Engineering PED

Task order activities include planning, evaluation, and constructed infrastructure of facilities and buildings, transportation systems, water, earthworks, and other structures. The specialties within the scope of this PED include but are not limited to:
  • Structural
  • Water Resources
  • Transportation
  • Geotechnical
  • Environmental
  • Surveying
Electrical Engineering PED

Task order activities include planning, design, evaluation, and operation of electrical principles, models and processes. The specialties within the scope of this PED include but are not limited to:
  • Aerospace and Electronic Systems
  • Circuits and Systems
  • Geoscience and Remote Sensing
  • Communications
  • Intelligent Transportation Systems
  • Control Systems
  • Dielectrics and Electrical Insulation
  • Engineering Management
  • Lasers and Electro-Optics
Mechanical Engineering PED

Task order activities include planning, evaluation, and control of systems and components involving the production and transfer of energy and with the conversion of one form of energy to another. The specialties within the scope of this PED include but are not limited to:
  • Arctic Engineering
  • Bioengineering
  • Aerospace Engineering
  • Information Storage and Processing Systems
  • Safety Engineering and Risk Analysis
  • Plant Engineering and Maintenance
  • Nuclear Engineering
  • Ocean Engineering
  • Noise Control and Acoustics
Special Item Number (SIN) Descriptions

There are six SINs under each of the four PEDs. Each SIN represents a step in the engineering requirements lifecycle to be supported under this Schedule:
  • SIN 1: Strategic Planning for Technology Programs
  • SIN 2: Concept Development and Requirements Analysis
  • SIN 3: System Design, Engineering and Integration
  • SIN 4: Test and Evaluation
  • SIN 5: Integrated Logistics Support
  • SIN 6: Acquisition and Lifecycle Management.
