- ONR posts a solicitation via an Internet website or sends the MATOC contractorholders an email inclusive of the solicitation for those qualified in a particular CLIN. Each contractholder will be given fair opportunity to submit a proposal for individual task orders.
- Raytheon decides to Bid/No Bid
- If Bid, Raytheon submits proposal. Submission of proposals must be in writing unless otherwise instructed. Response and turn around times will vary.
- Proposals are evaluated by ONR.
- Individual orders will be awarded to the "Best Value" contractor.
