The ITS contract, through the establishment of BPAs, uses GSA multiple award schedules for maximum flexibility. Task order competition of 3-4 teams, depending on the size of the award, is used to assure the best pricing. A streamlined acquisition process is used to provide a quick and efficient response---COTS/GOTS defined service solution (SOO/SOW); Oral/written brief proposal; task order structured to requirements.

The ITS contract duration is 5 years with no order limit. Substantial GSA discounts are provided by region. Contract ordering is decentralized; all proposal requests and placement of orders performed by local contract offices. Project required components can be separately price to allow ordering offices to award task orders incrementally and establish longer term project partnerships. Increments/options can be by time period, project phase, development spiral, implementation phase, site, unit of work, etc. or any combination of these conditions. Any new work added outside of the original competed order must be competed.
