To solicit work, the FAA issues a Delivery Order Request for Offer (DORFO) which defines technical requirements and requires the submittal of an offer. All DORFOs to date have required a 3 to 5 page technical experience summary and 2 to 6 resumes. Cost is submitted by completing a Government-furnished Excel spreadsheet using the ceiling rates with an optional proposed discount off of those rates. The most important evaluation factor is experience followed by resumes then cost. DORFOs are generally due within 7 to 9 business days of issue.
